Technical Assistance Legal Center
The Technical Assistance Legal Center (TALC), funded by the California Department of Health Services, provides California communities with free technical assistance on tobacco control policy issues.
TALC staff attorneys provide advocates, health professionals, government attorneys, and elected officials in California with high-quality products and services on tobacco control policies. Our staff offers tailored support throughout the process of law and policy development, including providing research on specific legal issues and analyzing draft ordinances and policies.
TALC also has an extensive collection of publications and legal tools available on our website at no cost, including:
- Model ordinances and policies
- Fact sheets and booklets clarifying legal issues for advocates
- A web-based guide to dispute resolution resources for tenants affected by secondhand smoke
